If you read everything I've written, getting bullied shouldn't be a huge issue, only a small annoying one. If you feel like your little alliance is being bullied, then it's probably because you are allowing yourselves to be vulnerable.
The bullies will stop attacking you ONLY when you stop being a satisfying target. Rally your troops always, keep resources under storehouse level, and don't farm (or if you do, don't take you eyes away from your tile). Reminder: ONLY farm with T1 troops. Always.
Being bullied often should be counteracted by "Turtle Tactics" and the "The One Bank System", both of which I have written about.
