Swim up and hop into the one room in front of you. Take a moment to explore to find a magazine on the bench that will boost your Ego. Then, look to the right to spot the fire extinguisher that you will need to progress forward. Shoot it to open up the path by putting out the flames.

Head through the now accessible doorway. Head on down the stairs and pass through the archway to reach a room with generators. Head past the first generator then hop down into the space below the second generator and take the ladder on the far-side up. The third bit is where it gets interesting. You need to push tool boxes in to slow the turbine to a stop. The first one is right in front of the turbine so push it in. The second is is down the hall to the right. Push that one in as well. Need be, the third one is down the hallway up the stairs. Push it off its ledge and jump down after it. Push it in as well. Hop down onto the turbine and take the ladder on the other side up. From there, take the left-hand passageway. Head on up the passageway and you will eventually find a grate just hanging on by a screw. Shoot it to clear it out of the way. Now hop up and get on through it. Just follow it on through to reach the next area.
