Before every mission that you go on, you will get a mission brief. Even though it might sometimes seem like it’s very non-specific as to who you have to kill, read closely, because the mission will ALWAYS tell you which person you should be looking for. The hint could be in the person’s name (e.g. someone with the last name Hide could be hiding behind something), the intel, or the objective.
If you still can’t figure out who it is, intentionally fail the mission by simply shooting at someone random. If you’re lucky, of course, you’ll hit the right person and win. Otherwise, when you get to the fail screen, you’ll get a complete giveaway hint that will tell you who the person is.
If you don’t want the loss to count against you, go back to the menu instead of letting the game restart. You will have to start from the very beginning of the chapter, but none of the retries (up until this point) will count against you anymore.
When you get into some of the later chapters, wind and distance will become a factor. Pay close attention to which direction the game says the wind is blowing (it will be displayed with either a positive or negative).
When you have to shoot multiple people, if you don’t want to raise alarms, shoot when they are at their furthest points from each other, and wait until they are facing away from each other. If that’s not a concern, shoot one and then immediately follow the other one and shoot them while they are on the run.
To get more coins, go back to chapters which you earned less than three stars, and earn three stars on each one of them. You’ll earn extra coin bonuses depending on your star score. Also, after your first time beating a stage you will unlock accomplishments that you can complete for extra coins. There will be one per mission.
