You are able to collect the Hazmat Suit in Fallout 4 at practically any time in the game. As long as you can survive the journey to the location and you a Rad-X and some grenades on you. It is possible without the Rad-X but you have to be very quick.

When you get to Hugo’s Hole you’ll want to prepare before walking in the entrance. Use your Rad-X item to avoid any damage from the Radiation and prepare a grenade or two. There is a very thin corridor you need to walk down but it is protected by Mines, Tripwires and an Automated Turret at the end. Use your grenades to easily take out the traps and turret before heading inside.
Once inside you’ll see poor Hugo laying dead in his bed. Just on the table next to the bed is the Hazmat Suit for Fallout 4. Pick it up and have fun exploring even the most radiated of areas in the wasteland.
