Head on down the stairs and wait for the pipe bomb. Keep going after that into the big room. You have a number of pregnators around trying to kill you as well as an Octobrain and a pipe bomb happy pig cop on the ledge above. Run over to the other side to dodge the pipe bombs. Kill what pregnators you need to and shoot the sacs of the others so you will not have to deal with them. Now either head to the right and take the bounce flower up or climb up on the left using the ladder. Either way, when you are on the walkway you will be attacked by pig cops and another Octobrain. Kill them then drop down onto the opposite side of the walkway and go to the right. Cliumb up the ladder in the scaffolding and balance across the beams to the one tunnel there.

Head in and take a left. Follow the tunnel along and you will come to a room with a lot of electrified water. There's no good way onto them so you need to jump into the water and quickly get onto one of the floating spools. Make your way across and start going down the corridor. Keep going you will find yourself back in the electrified room. The walkway in front of you will collapse a bit so give it a moment to settle. After that take the pipes to your left to the catwalk over the water. You'll find your friend dying there. He gives you two charges that need to be planted on the Dam's walls. Time to blow up Hoover dam.

Take the nearby ladder down. Have a gun ready because the moment you start moving the platform with the controls there are at least two Octobrains that will attack you. You can also use this time to plant explosives and have a nice little splatter fest too. Once that fight's done, swing the platform to the red-lit corridor. You will see a high voltage charge of electricity arcing across your path. Either wait it out or just charge on through. On other side throw the glowing switch. This turns off the electricity in the area, which is good, but no more bright lighting. Looks like its time to dive into the water and explore.

Down in the depths you will find a valve wheel nearby a red light (and an air vent). Swim over and turn it to the left. This opens up a part of the floor. Now swim down that opening. Make for the left to reach the next area.
