Resident Evil Operation Raccoon City Walkthrough: Lights Out Part 1: City Streets

During this mission, the friendly folks at Umbrella HQ will task you with detonating an EMP at the city’s center, cutting off all civilian and military transmissions and effectively dooming the town to destruction since nobody will be able to call for help. This will also ideally prevent word of Umbrella’s mistakes from reaching anywhere outside of Raccoon City. In order to reach the power station where you will be setting the EMPs, you must run through the destroyed city streets, into the hospital, and up the clock tower, where you will eventually combat Nemesis.

As soon as you start the mission, look up. You will find a Security Camera to shoot down. Head to the far right of the starting area and look down to find the first piece of Intel in this level. Head into the reception office to find two more pieces of Intel. From the reception office, head out to the left to find a locked door. Turn around the corner to get the Blue Card, then proceed back to the other side to open the door. You will find a Grenade Launcher inside of the weapons locker. You can’t refill this gun, but take it anyway just to make the early goings a little bit easier. You can also grab an assortment of useful items from this room and the area outside of the room. Pick up extra ammo if need be, a few Frag Grenades, and some Antiviral Sprays. Open the door when you are ready, and proceed into the cafeteria.

It looks like the zombie apocalypse interrupted some sort of party, because you will find yourself walking amongst decorated tables and balloons in the cafeteria. When you enter, Nicholai will appear and unleash a trap. A horde of zombies will emerge and attack you. Backpadel away from the center of the room, where most of the zombies will be attacking from. Whip out your Grenade Launcher and blast the enemies as they group together. Just avoid shooting too close to yourself, or you will be affected by the splash damage. Watch out for your teammates, too, as they can be damages by the blasts. Hit the enemies pouring in through the doors on the far sides of the room with the Grenade Launcher, and fall back to the Pistol or melee attacks for the closer enemies.
