With the fair thoroughly explored look for the around for the ticket booth. You will find it nearby the Handyman Exhibit (look for the large machine with the man's head). Interact with it to find out that all the tickets are sold out. After that look around for the green display. There you will find a sample of the Possession Vigor. Grab it from the Possession Hawker and you will have the tool you need to move forward. If you are unsure of how to use this vigor just go over to the nearby projector to learn the details. It will explain that turns machines from enemies into allies for a time.
With all that just turn back to the ticket vender. Use the Possession Vigor on it to convince it you are someone else and it will let you through. Be sure to take a moment to turn around and replenish the Salts that you expended. This will give you a second burst of Possession in case you need it a bit later.
Head on through the gate. You will be stopped briefly by a couple asking simply heads or tails. Booker will take the coin and flip it. It comes up heads. Now head on down the Path of Scrolls. Just across from where you came in you will find a Dollar Bill Vending Machine. If you desperately need something you can buy it here but it is better to skip this one. Still, look at its base to find some loot. Also, listen to the children to learn something more about a creature called a Songbird. Search the immediate area then head over to the right. You will find 2 Policemen talking about the one's new skyhook. He explains that their division is going to working on flushing out the Vox from the Sky-Lines.
Just keep moving along the path and look for a statue. You will see this statue phase from being male to female in a matter of seconds. Approach it to read the plaque and grab the Voxophone Recording sitting at the base of the statue, Constance Field: “For I am Lonely, Too”. Be sure to check the benches nearby for some goodies as well. Check opposite the statue for numerous barrel that have a lot of loot inside them. After that just head down the path. You will find a a poster claiming you will know the false shepherd by his mark and DeWitt has those very markings on the back of his hand. From there just head down the path toward the singing. There are only a few things more to loot on the way there. Just be sure to take your time and investigate the trashcans, barrels and benches. While it might not seem like many Silver Eagles are coming your way, you will soon have a good number being thorough.
At the end of the path you will find yourself in a park with a stage. Head down to the stage and talk with the woman handing out baseballs. She will give you one randomly: #77. That cannot be good. Jeremiah Fink will announce the winner of the raffle, giving you the first throw of whatever is happening here. It becomes very apparent very quickly what is going on. You have a choice to throw the ball at the couple or the announcer or simply do nothing. The choice is your to make though the outcome is all the same immediately. This will play some into the next chapter in terms of being explained.
Some police men will jump Booker as he goes to throw the ball or put it down. They notice the mark on his hand which makes him the False Shepherd. Things are taking a major turn for the worse now.
