The next landing is empty, thankfully, though the one beyond it begins some more shallow stairs, where you're going to find yourself under attack from two sword-wielding Forsworn and a third with a bow atop the outcropping to your right. Sneaks can simply retreat down the stairs to perform a series of ambushes, but more straightforwards fighters and direct mages will need to charge up the steps and hook around to take out that archer. The charging is important because your presence here calls an archer and a melee Forsworn both from the area across the steps and up the next set, where they've got their tents and sleeping pallets.
If you've managed to stay mostly unseen to here, you can ambush those two next without drawing any extra attention to yourself- which is good because the next area is where things get a bit hairy.
The stairs stop for a while after this, though you're still heading gradually upslope, and you have two ways to proceed- to the right takes you through the Forsworn weapons practice area, where you'll likely wind up alerting the entire rest of the camp at once and getting yourself impaled and beaten to death.
More optimally, head to the left and stay as far left as you can- while you won't be prepared for the local blacksmith to smash into you from behind, you'll be better positioned to take on the Forsworn spellcaster whose tent is on the edge of the cliff here- she will destroy you if you get distracted while she's behind you, as she can summon an Atronach and fling deadly icicles.
Her tent -does- contain a pair of boots, a barrel that may have some food, and an alchemy lab, though.
Heading out of the caster's tent it's a straight shot to the forge, where the Forsaken smith has abandoned the decent-quality tools that she was working on in favor of attacking you with a crummy bone 'sword' that really is a stick with spikes on. Go figure.
