You dual him a lot and feed him sandwitchs he likes. Everytime you beat him in a dual or give him a sandwitch he likes, you will hear a bell, this is his heart meter going up. when his heart meter is filled up he will offer to be your tag partner. If you dont hear the bell after giving him a sandwitch he likes or dueling him give it a rest for a day a try again tomorrow.
