You can export nearly every song from the Rock Band 2 song library to Rock Band 3. The export will cost you $9.99, but it’s well worth the cost in my opinion.
Note that if you purchased the license to copy your Rock Band 1 songs to Rock Band 2, those songs should automatically be imported into Rock Band 3 as well. Also, any downloaded song from either game should automatically be imported as well.
You’ll need your Rock Band 2 manual for all of these methods, so hopefully you keep them right? If you don’t have it, you’ll want to visit http://support.ea.com and they should be able to assist you with a new code.
You’ll also need about 2 gigs of free space on your hard drive.
