This merchant is the one you can find at the square in Novigrad. He has an initial capital of 500-600 crowns, so you can get there and sell many of your books to him before he goes out of money. Once he does, it will be sufficient for you to meditate until he appears again. You will be able to find him at that square in Novigrad around in-game 7pm.
