The first way listed below shows how to beat Quiet in non-lethal way:

Step 1:

Locate and Mark Quiet using your binoculars (this is easier if you have DD with you).

Step 2:

Place a marker on Quiet's Location with your binoculars

Step 3:

Open your iDroid and call for a Supply Drop on Quiet's Location

Step 4:

Go out and bait Quiet to shoot you so that she doesn't move

Step 5:

Wait for Supply Drop. It does half of her blue bar.

Repeat one more time and you will successfully beat Quiet

Second Way:

I had a hell of a time with her. Tried to sit back and shoot at her, but kept losing her. Figured out it was easier to literally just sprint at her when she disappeared to close the distance, then sneak to shoot her with the Tranq gun.
