Whenever (Anytime):

• Dismantle Unleveled Legendary Weapon (TTK) Gives 3 Legendary Marks
• Dismantle Fully-Leveled Legendary Weapon (TTK) Gives 4-5 Legendary Marks
• Dismantle Unleveled Legendary Armor (TTK) Gives 3 Legendary Marks
• Dismantle Fully-Leveled Legendary Armor (TTK) Gives 4-5 Legendary Marks

Lastly, you can get a total of three Legendary Marks for dismantling Year Two Legendary Items.
