After joining the squad, Garrus will return to his regular position within the gun battery on board the Normandy. Make sure you speak to him, where the subject of his and Shepard’s relationship will arise. You can turn him down, or you can keep the conversation going.
Then, after the Genophage mission is completed, find Garrus in the cockpit with Joker, when you can reflect on the events of the mission.
Finally, after speaking with Garrus enough, he will ask to meet Shepard on the Citadel. Meet him there for your special moment.

If you romanced Liara in the original Mass Effect, use her first conversation on board the Normandy as an opportunity to rekindle – or end, if that’s what you want – your relationship with her.
She can be found at the café in the Presidium Commons on the Citadel. Ensure you talk to her enough to get her to move to Shepard’s cabin where she will show him her time capsule.
When she’s ready to enter a relationship, Liara will ask to meet Shepard on board the Citadel.

Cortez can be found on the Normandy’s cargo deck. Speak to him enough so Shepard can suggest that Cortez takes some time off on the Citadel. This is necessary for later options.
Look for Cortez at the Citadel docking bay first then, later, find him at the refugee camp.
After both Citadel encounters, Cortez will email Shepard to ask him to visit Purgatory. Do so to get the option of a romance with Cortez.

Speak with Tali as soon as she arrives on board the Normandy. Here you can choose to continue or end the relationship with her.

Since you won’t see Miranda much throughout Mass Effect 3, you don’t have to do much to get her romance options. If you romanced her in Mass Effect 2, then you’ll have the option to continue the relationship when you meet her on the Citadel.

Specialist Traynor – like Kelly before her – can be found at a terminal beside the galaxy map on board the Normandy. Simply talk to her as often as possible, then when she is ready to romance she will email Shepard about a game of chess.
Accept the request and, if your intimacy with her is high enough, you can start a relationship with her.
