Harley Quinn’s fragile mental state has taken a violent turn for the worse thanks to the events of Arkham City. But at some point during all the maniacal laughing, cop killing, and caking on the mascarazy, she found the clarity of thought to place exactly 30 Harley Balloon collectibles for Batman and Robin to find.
This guide is written in a walkthrough fashion, showing you where each balloon is (and numbering them) in the order we found most convenient. There are only three locations visited throughout the downloadable content, so refer to the maps below and use the screens and text for further detail. Should you miss any balloons on your first playthrough of this DLC, don’t worry - when you play through again, only the balloons you missed will be there to find.

After using the big red button to open the first gate, head on through. Before descending the stairs ahead, look up and to the left.
Just after taking out the second trio of thugs, you’ll come upon a huge locked door marked “Warehouse.” Look for a balloon just above this door.
After your first proper usage of explosive gel, continue on until you reach a small pool of water. Walk to the edge, turn around, and look above the door.
You’ll find this balloon attached to a chair, just to the right of the first sniper’s position.
From balloon 4, turn around and head up the stairs. Look above the caged area to the left of the three thugs working on the door.
After popping balloon 4 and 5, proceed in the intended direction, which is through the double doors with the word “Warehouse” above them. Run straight ahead and you’ll spot a balloon across the long pool of water. Use your shuriken to pop it.
As soon as you have control of Batman, look up above Commissioner Gordon’s head. There’s a balloon on the left bridge support column.
It's on the easternmost brick smokestack, along with a few birds.
It's on top of the Ferris wheel.
There’s a building with a large “Sionis Industries” sign on the roof. A balloon is just behind this sign, attached to some loudspeakers.
From street level, find the green “Joker’s Funland” sign above an entrance blocked by a van. The statue to the left of this entrance holds a balloon.
Just southwest of the crane, there’s a small tower with a sniper. There’s a balloon attached to the corner of this tower’s railing.
At the base of the tower with the “Tricorner Naval” sign, you’ll notice a nutcracker statue. The balloon is tied to that statue’s hat.
West of the Steel Mill, there’s an alley where you’ll find the torso of a nutcracker statue with the head of a Harley Balloon.
South of the Steel Mill, at street level, look for the gate with two Harley statues on either side and the words “Burn in Hell” draped across it. The balloon is on the other side of that gate, just to the right.
This balloon is on the arm of one of the two nutcrackers on top of the Steel Mill.
At street level, you should look for the “Joker’s Funhouse” sign that has been repainted to say “Harley” above a tunnel entrance. Inside, to the left of the track, you’ll find a balloon.
Just east of the green objective marker, you’ll notice a tower with an antenna, a nutcracker statue, and a balloon.
As soon as you enter the Steel Mill, walk forward a bit and look for a crib to your left.
Look up at the hanging cop, then look to his right. You’ll spot a balloon attached to one of the steel support beams.
After hacking the console which opens the door to Harley’s secret lair and passing through the raised door, you’ll notice a balloon in the hand of the Harley statue to the right of the entrance to the Shipyard.
Use Batman’s Line Launcher to reach the southern area of the map. At the top of this staircase, you’ll find a balloon.
Climb up the winding stairs until you reach the section that is broken. Instead of climbing into the nearby duct, look up instead near where the steps continue to find a balloon.
In the room where you find the tied-up cop, look for some lockers in the northeastern corner of the room.
In the room where you find the tied-up cop, check the west side near the “Shrine of Joker” sign to find a balloon.
Immediately upon entering the Joker Shrine Room as Robin, you’ll see this balloon.
Upon entering the main room in the Joker Shrine Room, simply look up at the ceiling to find a balloon near the crane hook.
Use the floor duct to go underneath the malfunctioning door. When you emerge, you’ll have a sniper to your right and a balloon to your left, on a barrel. Take out the sniper first (if you need to).
Once you enter the angled (in terms of the map) hallway leading from Access Corridor B to the Dry Docks, immediately turn left and look in the corner to find a balloon.
After clearing out all the thugs and incapacitating Harley, head to the southwest corner of the Dry Docks and look for some water. This last balloon is just a few feet away from a large brown canoe.
