The last part of the L.A. Noire Reefer Madness case guide is at Masangkey metals. Once you get there you figure out its locked. You have to find a way in. Head left around the fence into the parking lot and you will see a part without barbed wire. Jump that part.

Head around to the back entrance and you will hear some guys playing cards. You can listen if you want but you have to kill them sooner or later. You will have to fight up a couple floors and about 12 guys. Pick up any guns they drop if you want and stay behind cover. Once you get to the third floor and clear everyone out and go into the last room and get a cut scene and end the case.
