It's time to leave Silent Hill. From the junction of Rice Street and Ketchum Street, head northwest towards the docks. You are highly likely to run into Screamers on the way to the boat, so be prepared. The boat is docked at one of the piers.
IMPORTANT: Once you board the boat, you will NOT be able to come back to any other of the previous areas. If you want to explore some more, or finish some side quests, now is the time. Ok, now get on DJ Bobby Ricks' motorboat. Open your inventory and use the following item:

Ignition key for DJ Rick's Boat
If somehow you do not have the ignition key on you, then you need to go back to St. Maria's and complete the monastery quests.
Cutscene begins. You start the boat and sail away from the town. Suddenly you here a gun clicking behind your head. It's Officer Cunningham, who likes to show up behind you when you least expect it. She asks you if you really expected it to end like this. You tell her how can she be pointing a gun at you, after everything she saw back there, everything you two have been through, if going back to prison is all that's at stake here. She tells you that we are not going to wayside and to turn the boat around. You ask her if she is out of her mind, because this is the opportunity for both of you to be free. When you reach the opposite shore, you could go one way, and she could go the other way. But she tells you that she has some unfinished business with you. You tell her that you have no idea what the hell she is talking about, and that you don't care, there is now way in hell you are going back.
Anne Cunningham tells you that it was not a request. You ask her if she has not been paying attention, you've both just been through hell. But she insists that you are the one who has not been paying attention. This is not an accident or a big coincidence. This town, it knows her. It showed her things. It wants her to finish this. It will never let both of you go until you finish what you started. You tell her again you are not going back, and that she might as well shoot you. She lowers her gun, then shoots you.

Another cutscene triggers. You are back behind bars at the Ryall Correctional prison. George Sewell tells you he heard you are leaving soon. You ask him what he wants. He reminds you that you owe him a favor. He threatens to reveal to the prison authorities what you did to Patrick Napier if you do not do what he asks. You ask him what he wants you to do. He tells you he has another monster for you to get rid of. He calls you a cupcake and tells you not to worry about the details, just take out the garbage like you did before. He tells you there will be a little disturbance tonight. Him and the other guards are going to have their hands full, so no one's gonna notice when you head down to the showers and find your guy waiting there, just like last time. He again warns you not to break the deal. You ask him if that other guy deserves it, and he assures you he does. You tell Sewell you will take care of it.
Another cutscene starts, you are in a jail cell again, but different then the one you were before. There is a monster on a wheelchair just outside the cell. You hear a lot of voices talking at the same time. The cell door opens as the man in the wheelchair leaves. Exit the Jail Cell.
