Talk with Vartag and offer your assistance. He explains the situation to you that Harrowmont is using intrigue and bribery to get the votes that he needs to win this campaign. Offer your assistance here and he will tell you that he has some promissory notes that Harrowmont gave them for the same portion of his estate that he has offered to 2 different nobles. Vartag wants you to present this to Lady Dace and Lord Helmi. Lady Dace is around the Diamond district while Lord Hemli likes to spend his time in Tapsters out in the Commons.

Lady Dace is found to the West of the Assembly Chambers. Talk with her and show her the papers. She tells the Warden that only her father can revoke the deal that was done in that fashion. He is in the Deep Roads at present. Ask about where he has gone to get the location marked on your map and she will give a pass to you to start into the Deep Roads.

Head into Tapsters in the Commons after that. You will find Lord Hemli in the back right just above the stairs. Talk with him some and you can tell him that Lord Harrowmont is double-dealing with him and Lady Dace. He takes it very well as he is well beyond caring about politics. Now it is time to start into the Deep Roads and seek out the Lord Dace.

Head over to the entrance of the Deep Roads in the Commons. The entrance is on the Southwestern side. Talk with the Mine Commander and tell him you are looking for Lord Dace's Patrol. He will let you pass. Note that before the entrance itself is a Rune Plate. Interact with it to get the “Cut to Kal Sharok” codex entry. Now choose to travel to the Aeducan Thaig.
