Spectral Blade is your Primary skill on the mouse here, using Siphoning Blade for a strong combination of damage and Arcane Power in nearly every situation.  It’s a touch tough to use without a heavily defensive build and mindset, but can still be effective.  Meteor Shower makes it onto the other mouse key, as the other actual attack you have on tab.  Ideally, your Arcane Power pool will be both buffed and refilling fast enough to warrant the mouse skill slot for the spell despite its hefty cost.

Frost Nova and Slow Time both serve the purpose of combining defense and restraint here, keeping enemies in place so you can hail flaming death on them.  With Shatter on Frost Nova, you can generally rain Meteor Shower down on your targets and within a couple castings you’ll have another Frost Nova triggered, though the timing can get a bit dicey.  Time Warp is used with Slow Time, to improve the ability of Meteor Shower to render things into toasty giblets.  The Arcanot Familiar improves your Arcane Power regeneration quite nicely, as well as providing a little extra damage.  Energy Armor gives you protection against melee attacks that is useful when you’re trying to use Siphoning Blade, and by using Energy Tap, your Arcane Power gains a boost from it, rather than taking a hit- which is very useful when you’re trying to abuse the high-cost key Skill of the build.

Astral Presence gives a similar hike to your Arcane Power pool, and further increases your regeneration of resource, so that’s a must-have.  Conflagration goes well with Meteor Shower, increasing the damage of subsequent hits to the same target, even from the same casting of the skill.  Finally, Arcane Dynamo makes Meteor Shower especially strong if you fire it off after using Siphoning Blade.  If you’d prefer trying not to run out of Arcane Power in the first place, Power Hungry may do well by you, though it’s difficult to collect Health Globes while using Meteor Shower.  Prodigy will let you recharge faster off of Siphoning Blade, though between the Blade, Astral Presence, and the Arcanot, you shouldn’t need it that badly.

For a bit of a twist, Meteor Shower can be swapped out with a different form of Meteor.  You can also swap it with Blizzard and trade Conflagration for Cold Blooded.  Or you could even go as far as to switch it with Energy Twister (though there’s no Conflagration-equivalent for that).
