Head on up the stairs as you emerge from the doors. You will see Daisy Fitzroy on the other side of Bulletproof glass. She guns someone down and then orders the imposters, Booker and Elizabeth, to be killed. Time to get into another gun fight.
Immediately Elizabeth will call out a Fireman and he will be marked. You can easily make it out there using the various Freight Hooks and the Sky-Line in the area. Once on their barge you can knock great number of them off using Undertow. Of course this will stop you from getting any of the loot they have but it can be a great life saver in the right situation. Still, you have managed to collect 30 Lockpicks then you have little reason to kill the Fireman where you can loot his body. Otherwise consider avoiding knocking the Fireman off the barge. It is a harder fight taking the Fireman on while on their barge but there is plenty of cover.
With the Fireman down and his few cronies dead or falling to their death there are number more Vox to deal with. The Fireman is not even the worst of what you can face in this area. A while later into the fight you will encounter a Vox Handyman. Remember that the heart is the vulnerable point on them. Shooting that part will inflict double damage. Also remember that Murder Of Crows is great for stunning the Handyman as well. With a high damage weapon it is not too hard to take down the Handyman before too long.
With the major threats dealt with it is time to start sweeping the area. Hop onto the Sky-Line and ride it around. Use it to quickly search the surrounding area for any more Vox Populi. There are a fair number in the area so expect it to take some time to find them all.
When the search is done then Elizabeth will head for the center of the area, where you saw Daisy kill Fink and take the child who was with him. She will ask Booker to boost her into a nearby vent and then to go distract Daisy while she does something. Head over to the right and to the window. Interact with it to start the scene.
After that scene interact with Elizabeth. She will open the way to the First Lady Airship and slip inside. Before you go after her take a moment to go into either room. To the right you will find a Voxophone: Booker DeWitt “Apology”. To the left you will find an Infusion. There is still one more thing to do before you get onto the First Lady Airship. Head back out and over to the right. Go down the stairs and look along the railing on this edge of the platform. You will find a Telescope you can use. Look through it then it is time to head onto the First Lady Airship.
Once on the Airship, turn to the right and head to the door there. Interact with it though she will not respond immediately. You can either keep knocking or just head to the console and set your next destination. The coordinates are changed as has Elizabeth's look. She explains that it was all they had on the airship. After a long period of absence the Songbird makes a reappearance. It will stop Booker from getting any farther with Elizabeth by some spectacular means. Things go black as the Airship seems to spin.
