Follow Miller and Khan into the decontamination chamber. The two talk on what they have learned from Moskvin and compare what Artyom knows to the official statement. Once you are outside the chamber go forward to the door. Look to the left of it, on the couch. There you will see the Note for the chamber. After that just go on forward with the rest of the group.

You will find yourself being lead forward through the crowds. It eventually leads Artyom and Khan into a massive room. There you will find the leaders of the various factions. Moshkin has just finished talking and Khan goes and shouts out, calling him a liar. Move forward with the Dark One.

This takes you inside Moskin's mind. Take your time and explore the rooms as it brings to light how he came to power. This explains a lot about Moskvin. He will make an announcement of his knowledge and leave. That will bring an end to the chapter with Miller, Khan and Artyom running for the Platform. Artyom is also geared up completely in his Ranger Armor. Enjoy the cutscenes from there as things move forward.
