Can you give me an account named zelma in runescape

The only person who can give you that account is player Zelma. In any case, it is against the rules of RuneScape to transfer accounts.
You can create a new account, and give it a similar name, something like "Zelma0015" or some other number; or combine it with the town you live in, for example, "Zelma Tangamandapio", or add some other letters or digits.
Obviously, if you create a new account, you won't have the high levels of player Zelma, but that's precisely the fun part - raising your account.
