Does pet pet park cost money to sign up

From what I know, no. Pet Pet Park does not cost money to SIGN UP. If it did, before you create an account, it would ask you for credit card information. There are probably some features that cannot be reached in the game without a paid membership though. This paid membership is NOT required but "highly recommended" so you can experience the full game experience.
