Yes, they started making it a couple of moths ago
it is also pretty obvious considering at the end of brotherhood, you kill lucy, and the goddess tells you that you must find the 6th(some woman) to accompany you. I am very sad when i just beat brotherhood because i didnt like how it ended leaving me hanging on what was going to happen next.
