Where can you find flawless emeralds in oblivion

There is a jewellry shop in the imperial market district which maye sell them from time to time. Finding them however is a lot harder. There is one flawless emerald lying on the upper levels of Fort Ash, which straddles the road from the Imperial City to Chorrol, and which you can get even at level 1.
