A salarian filmmaker in the docks where the refugees have all gathered (Docks: Holding Area) will be looking for footage for his upcoming film. However, C-Sec has not granted him access to the refugee camps proper, believing him to be a nuisance. In his stead, you are to run around the camps taking pictures. Simply head to the areas marked by the little circles, examine them, and take a photo of them. Once you have found all of the photos available in the Docks: Holding Area section of the Citadel, bring the camera and the footage back to the salarian to complete the mission. Note that you do not necessarily need to take every single photo in the Docks: Holding Area section, as only the ones pertaining to refugee life in some way, such as the wall of photos of missing friends and loved ones, will really count towards your total picture count.
Head to the lobby of Purgatory to find an elcor by the benches on the edge of the balcony. He will be searching for the Code of the Ancients, which was left on Dekuuna, the elcor’s homeworld. You may have to wait a bit to unlock the Silean Nebula area of the galaxy. Before rushing out to complete this quest, head up to the Citadel Embassies via the elevator. Here, you will find an elcor ambassador asking people to save a group of stranded elcor, also on Dekuuna. Apparently, he has been asking for a while now, but nobody wants to listen to him. You may have picked this mission up already. If not, accept the mission by agreeing to search for his lost friends. Now, head to the loading docks and get into the Normandy.
Enter the Galactic Map in the Normandy, and head to the Silean Nebula. From there, travel to the Phontes system. You will find Dekuuna here. First, scan the planet to find the artifact. Then, scan it again to find the survivors. Return to the Citadel and head back to each of the elcor to inform them that their missions have been completed, and collect your rewards.
