You will obtain this quest in the pirate tavern from the tavern’s appropriately-named owner, Booze. Question him about Captain Steelbeard and he will eventually tell you about the troubles that he has been having with producing his alcohol. Apparently, he lacks the ingredients required to make rum, including water and sugar. Both of these are for some reason no longer being shipped out to the refinery, meaning that it is impossible for them to continue with the production of alcohol. Soon they will be completely out of the drink. This will open up two different quests for you to pursue. The first is called The Water Carriers, while the second is called The Sugar Shipment. This walkthrough will cover The Water Carriers, while the next will cover The Sugar Shipment.
Booze will suggest that you speak with Curtis about the water. Curtis likes to hang out in front of the tavern, so he should not be too hard to find. Simply head outside and look for the guy standing right in front of the tavern’s entrance. Speak with him. He will tell you that the water carriers have just gotten lazy lately and that they refuse to carry the water to the production facility. He will ask you to send one of the workers to change guard at the front gate of the pirate camp.
After your conversation with Curtis, head to the west, towards the waterfall near which you found O’Brian’s treasure. This is where to carriers obtain the water for the alcohol. When you arrive, you will find two pirates named Doggs and Foster deep in the midst of an argument. This is the reason that the water hasn’t been getting delivered. Instead of working, the two lazy pirates have decided to spend all day arguing and fussing instead. You can try to talk to them, but it won’t help anything. Instead, speak with Colby. He will be the only person nearby not arguing. He will tell you that they are arguing over who is going to take Fence’s place at the front gate. You will have to solve the issue before any headway can be made.
At this point, you will have three options as to whom to send to the front gate. You can send Doggs or Foster to the front , but neither will like it. If, however, you decide to send Colby to the front gate, the two greedy guards will argue and try to claim the easier position for themselves. They will challenge you to a battle, and if you win, they will allow you to send Colby to the main gate. No matter what you do, you will have to defeat Doggs and Foster at some point. Even if you choose one of them to go back to the gate, the other will freak out and challenge you. Solve this by simply sending Colby back and initiating the fights right off the bat.
Both Doggs and Foster are pretty easy to beat. Just block or dodge their attacks and then wail on them with your blade. It’s as simple as that. After defeating both of them, you will have completed the quest. You will receive 100 Glory points for completing the quest, and 25 additional Glory points if you chose Colby and after defeating the other pirates you head to the main gate and relieve Fence of his position. You will also receive a Bloody Mary if you choose Colby. After completing the quest, head back to Booze and tell him of your success to receive another healing item, a bottle of Rum.
