Diablo III- Skills Article CLIX: The Wizard, Theorycraft One- Frostshock

The core of this build is the combination of Chilling Aura and Cold Blooded.  Having Chilling Aura means that most enemies will get themselves Chilled trying to approach you, causing them to trigger Cold Blooded and take extra damage.  Galvanizing Ward becomes an immediately obvious choice, enhancing the duration of your Armor spell and giving you a measure of extra protection against the extra damage you’ll take from letting things into closer range with you.  Ray of Frost is your main place to spend your Arcane Power; the damage it deals to a single target is strictly superior, and with the enhanced damage from Cold Blooded, it will take down small targets quite quickly.  Frozen Mist lets you get away from your enemies when they get you into a pinch, and prepares them to take extra damage from anything you do- even Chain Lightning, which is the quickest-firing of the Wizard’s Primary Skill options and allows you to hit the most targets while still having a lot of range in your Primary skill.  It may seem more natural to rely on Spectral Blades, and don’t discount that if you’re inclined to act more as a close-range combatant thanks to Chilling Aura, but there are times you’ll want to be further off from your enemy so that Galvanizing Ward can refresh your Life, so consider the tactical value of the skill carefully.

Mirror Image is a bit of an aside- the Mirror Mimics version of it lets your copies also deal out damage, and more importantly, lets them also cause chilling effects that you can then use to deal additional damage.  Blizzard deals out Cold damage over time in a decent area, and Unrelenting Storm not only increases that damage but how long the effect sticks around to chill things.  This is mostly useful for when you’re dealing with a group of ranged attackers, where Ray of Frost might not take them all down fast enough to reduce the damage coming in to you.  You may also consider Grasping Chill- though it deals less damage, the total effect time is a second longer, and it can be used more defensively against approaching melee enemies.

Your final Passive choice is dependent on your experiences- if you find the chilling and Slow effects strong enough that you rarely get hit, Glass Cannon probably won’t bother you much and can really ramp up your total damage dealing capability.  If you find yourself getting hit more often, though, go with Astral Presence- it will let you use Blizzard more often and more defensively, and also extend the amount of time you can keep Ray of Frost trained on things- especially useful against boss enemies.
