How do you get to the undernet on Megaman 3 blue

Collect the Tally from one of the Tora jobs. Go to Beach 2 and talk to the purple navi guarding the warp point. It will lead to HadesNet, where you will be forced to equip Press in the NaviCust. You will then enter the Undernet.
