How do you get a tenth anniversary cake in runescape

To get a 10th anniversary cake, you need to kill (i killed goblins) a fairly low level monster. as far as i know, it is anything under level 10. collect 10 10th anniversary candles and one 10th anniversary cake. 'use' the candles on the cake then use a tinderbox on the cake w/ candles.
