Is Xion from Kingdom Hearts really Ventus And how

Xion's appearance changes depending on who is looking at her. Xigbar sees her as Ventus. She has also been seen as Roxas, Sora and Riku. Because she was made of Soras memories she can do a lot of weird things. She is not Ventus but can look like him.
