No. Although it depends if it is a stormy day then no, but if it is nice out then you can go out side and enjoy the weather.

Yes and no. If you're on them for hours on end then they are a waste of time. You could be doing so many other things, like playing outside or being with your friends. If you play them for a little while everyday then its fine. You should be able to do what you like, in moderation of course.
