I downloaded Gmod and TF2 from steam and when you try to open Gmod it loads exits out and says hl2 execould not be found any way you could get it to work

Try reinstalling the game, especially TF2 since it is the game containing that file.
HL2.exe happens to be the main executable of the game. In other words, it's a necessity.
