Animal Crossing WW- who is wendel

Wendell is a bluewalrus- like creature who wanders your town on random days. When you talk to him, he complains of hunger. You then can give him food, such as fish or fruit. He will then offer you a design to put in one of the eight spaces in the section with the pencil icon in your pockets, which is your only reward.
