The short answer is yes. There a lots of sites that let you build your own city, catering to different tastes too. Evony lets you build a medieval city for instance. My suggestion would be to hit Google, but my personal favourite is MyMiniCity.com, that relies on the number of times your town is visited (just like in real life) to determine how much you are able to expand your city.
