How do you get dwarven armor at level 10 on oblivion

Pretty simple. When you get to level 7 - 11 dwarven armour starts appearing on any vampires, and some bandits in caves. I'm pretty sure that when you get to level 10 you can buy most of the armour in "The Best Defense" Armour shop in The Imperial City Market Place. If your really that desperate for it though and dont have money, Theres an Orc in the Dark brotherhood that wears whatever armur suits your level best (e.g. He wears Iron to start off, and when your level 20 he wears daedric) - Just join, Kill him, Get kicked out, Kill the Ghost lady thing, And rejoin. Wheww...What a mouthfull! when i got it i was lvl 7 in the shivering isles the orc leader fighting the gatekeeper lost his adventurers and the i noticed he was alive i killed him took his armor world keeps spinning
