What is napoleon total war unit editor

One of the announced features of N:TW was a uniform editor. However upon the release of N:TW CA announced that a uniform editor would be delayed. CA is supposedly making a unit editor capable of both editing and creating new units. This new unit editor is scheduled to be released in the first quarter of 2011.
