its in the culture room opposite the temperature control room accessable by the east area passage. to get the blowtorch, you have to go to the turntable, get the card key dropped by monica (lab bitch) and go down one floor using the ladder in the duct, before you go down to the duct, make sure you open the shutter in the east area passage that marks the entrance of the culture room, which you need a finger print pass to get through. Once you get down to the platform below the level with the main shaft, go through the door on the platform, this will take you through two emergency passages (one with a zombie) and lead you to a room with a dying man and another sutter, go to the operating switch and open the shutter (several moth larvae will fall and pose a mild danger, kill them by shooting them from a distance). there is a card reader in the corner, use the key card that monica dropped (that I already mentioned) to open the shutter before. If you opened the shutter in the east area passage and the door you just opened, you may discard the card. in the corner of the room is a computer next to a huge cucoon, submit your finger print and go back up to the culture room door. It will open now. the blowtorch is in the corner next to a dead body that will reanimate (come alive) as soon as you get the blowtorch.
