If you mean staff, you need a little bit of a higher level. Being a legendary myself, I know that staffs are rarely given away.
1. At the end of Colossus Blvd.
2. Drake Hatchery in Dragonspyre
3. Somewhere is Celestia
Again you can purchase one at the stores or the bazaar if your level is high enough
