Yes. Level 30 is the maximum for resource buildings in villages on tribalwars. Another way to get resources is by 'farming'. You can farm villages by attacking them with your soldiers. If your attack is successful, your soldiers will haul some of the attacked villages resources back to your village. Most people farm on abandoned villages.
