Where is whisp in Animal Crossing wii

On a random day during the week, you'll find a lamp around your town. (not always though)
On that same night, (8pm-4am i think) go down south towards the beach. If you walk around, you'll eventually see him say to come to him or something like that. You have to find him, (he'll be around the same area) and then he'll ask you to go to your attic. Go, and then rub the lamp. Then he'll appear & give you 3 wishes.
