Is it OK if a 13 yr boy but 15 on the inside is fine playing shadow of mordor I play skyim and oblivion But is this fine

Ask your parents, not this website. They are responsible for you and will decide what is appropriate for you to be doing.
Also I have no idea what "but 15 on the inside" might mean to you (or your parents if they recognize it at all).
