Does the whole of the skyrim characters in Elder Scrolls V know if your good or evil to the choices and way you play the game

Apart from your bounty total, there's no morality or karma system, the game doesn't keep track of the number of good deeds you did versus the number of bad ones. Characters won't respond any differently to someone who did a lot of bad things, for example.
