Can you get the Perk Wild Wasteland After level 1 on fallout new Vegas

I was just wondering because i found out that you can get alot of sweet weapons from it and i didnt choose that perk for the starter perk.

No you can't get the Wild Wasteland perk after level 1. You either start off with it or don't get it at all
