To do that quest, first you must start at the guard.
To get to Prison Isle, you must talk to Griffin. He is a resident in Earton.

Griffin will send you to Prison Isle, and you must chip rocks for
your release. You also must do this also to get to the guard.
Once you leave, you will be sent to the other side of the bridge,
and the guard will be on the bridge. Talk to him, and he will ask you to bring
him 5 peppermint candies. You must leave, get the candies, and come back the
same way, as it is the only way. He has another quest for you after to bring
5 more candies to a friend of his, and then return to him.
