Can you capture a lotios if there a glitch in the game

for you people out there that think seeing a lotios in Pokemon sapphire with out hacking your wrong for some reason i saw one there must have been a glitch in the game (not a hacked glitch though) i saw in in mauvill in the corner by the kinda rectangular tree shape and i scout honer that I'm not lieing
