In World of Warcraft is it ok if someone creates a Night Elf and instantly travels to Goldshire at level 1 to start off questing there or could this decision make problems in leveling

It is perfectly alright to travel to other starting zones to level. There is nothing in the rules that say you can't do it. As far as leveling, there should be no difference between the zones. Maybe the rate as most of the Goldshire quests are far easier than that of the Night elf starting area.
