Operation Flashpoint Dragon Rising Problems PC

I have a 64-bit Windows Vista with Intel Duel Core, and an ATI Radeon HD 2450 Graphics Card. When ever I start the game, my FPS is like 2. It makes the game completely unplayable. I cant even get past the tutorial. Is there any way this can be fixed? Is there codes that allow me to turn of grass,trees, etc.? If not, are there any patches that fix this problem.
