What is the latest circular for orop for pbor by mod

in the orders it is not clear about weightage to JCOs as given to sep,naik,hav.as such please clarify

Sir, weightage is cancelled w.e.f. 01.01.2006. Additional 2 years Q.S. is given to the above ranks to increase their pension w.e.f. 24.09.2012.
