At the bottom next to the horses for sale and breeding the horses, look to your left. You will see a magnifying glass. It will be brown. Click on it and scroll through the horses and pick the one you want to create! Also, you can buy a vitamin with FB credits OR win the vitamins on the daily prize wheel. The vitamins increase your chances of getting the special breed. (A special jockey may be required for a special breed.) If you have any more questions feel free to ask.
